Thankfully, Hurricane Gustav did not pack as crippling a punch against coastal Louisiana, and especially New Orleans, as Katrina did three years ago. Nonetheless, it was heartening to see that many of the changes in both law and policy that had been prompted by Katrina were apparently working.
For example, federal and state laws now mandate that officials must provide a means for owners to evacuate their companions. And owners did in fact have the option of evacuating their companions this time. But, as USA TODAY reports, a lot of people still did not do so...
